Americans did not want European countries to fall back into states of monarchy. Monroe thought that the European colonies in America would affect the United States if this happened, otherwise the United States was trying to stay out of the European affairs. Since most of the Spanish and French colonies had gained independence this seemed the time to strike.Adams, an important figure in the making of the Monroe Doctrine, disregarded what the czar of Russia said because he believed America should be rid of colonies from Europeans. He also hoped to stop France and Spain from tearing through South America. The United States really wanted to remain neutral, but if European powers started attacking parts of the American continents, then the U.S. would have to get involved. Also, this doctrine states "It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness" which kind of means that the American continent as well as Europe is affected by what the other does.
